QUESTION: How much money does a Hokage make and how much does Tsunade owe?As part of my this new fic, I did a basic research into economics in Narutoverse, since a key plot element of Tsunade’s predicament is that even with her Hokage’s salary, she is unable to pay off her tremendous amount of debt built up over the years.
So, how much does the average ninja in Narutoverse make? How much does a Hokage make? What is a realistic median salary in narutoverse and what is the conversion rate for this currency? (ryo to usd)
kishi once said 1ryo=10yen, which would make 1ryo around 10 cents usd, but another fellow did a number crunch and came up with the issue that the laziest of gennin can subsist off of D-rank missions that basically pay $500 for rescuing a cat, which leads to an annual income of $125000 based just on doing a D-rank mission daily for 250 work days a year.
Which is preposterous.
So I did some research, threw in some hail Mary estimates, and came up with a few rough numbers to use as a control.
Hatake Kakashi, graduated at 5 yr’s old, but because of his huge spread of missions and the fact that he didn’t need to become self sufficient until his dad died, I added up his completed missions multiplied by the average income from each mission, then divided the result by approximately 15 self-sustaining work years.
Over 15 years, kakashi’s average annual income? 20 million ryo, assuming he didn’t have to spend a penny of his own money until he was 10 or 11.
Then I did the same thing for his closest rival, might guy, using a similar metric.
Guy’s average annual income? just over 65% of kakashi’s, since his father also happened to die around the same time as kakashi’s, their years of self sufficiency is close enough to be comparable.
So, 20million annual income for the elite Kakashi, 13million for Might Guy.
My initial instinct is to just ignore Kishi’s statement, and straight up assume the Ryo in Narutoverse is worth 1:1 to the japanese yen, making them roughly a penny each. If this were the case, retrieving cat in a D-rank mission would only be worth $50 usd. Kakashi and Might guy’s average annual income would be worth $200K and $130K a year. Quite reasonable for being two of the best in Konoha.
But then we must work out taxes, which, in some countries, can go as high as 40-50% of income above a certain bracket. Taxes MUST be included into this ghetto equation of mine because otherwise you couldn’t begin to explain how the village council is funded.
My solution, which is again as rough and fictional as the existing economics in narutoverse itself, assumes the following.
D-rank missions pay 10% income tax
C-rank missions pay 20%
B-rank missions pay 30%
A-rank missions pay 40%
S-rank missions pay 50%
Seem’s fair enough, since the pay scale for each mission rank is, ratio-wise, similar to real world tax brackets.
Coincidentally, this would explain motive for some very powerful ninja to become nuken-nin. Afterall, you bag a 30million ryo bounty, and have to give 15mill to a village? Fuck that shit, any ninja with economic sense would follow in the footsteps of Kakuzu and leave. Lower ranked ninja meanwhile can benefit from reasonable tax brackets for mid level missions and the security of a well funded village, which probably gives them access to gear and other public services in return for their paying income tax.
Ahem, getting ahead of myself here.
After taxes, Kakashi still makes about 12.5mil, guy dropping to about 8mil. If this were a 1:1 ryo:yen, Kakashi is still comfortable at $125K post tax. Gai meanwhile drops to around $80k, which...actually, I’ll get to that later.
Now, Konoha is considered one of the wealthiest villages in narutoverse, so corresponding living costs are probably higher. This is similar to how the average properties rental value in manhattan is up to 3 times that of a mid sized city in the midwest, which annual pre-tax income must correspond to. In NYC for instance your maximum renting power is your annual income divided by 40
Let’s assume kakashi owns a kickass bachelor pad, even though he clearly doesn’t get laid as much as he could be getting laid...I digress.
Kakashi’s monthly rental, actually, let’s assume he’s a little more frugal and use a divisor of 60~ rather than 40 (I don’t think he’s the type to live it up) makes it so his monthly rent is in the ballpark of 300000-500000ryo.
Average rent in the better parts of manhattan is nearly $4k/month
Time out.
Gai and kakashi are probably earning far more than the average nin. We’re trying to make it so less powerful jounin like Asuma and Kurenai don’t go homeless either.
I ran their numbers, and averaged them. In the end, the Asuma/Kurenai averages just a little less than gai, and almost exactly 50% of kakashi’s income. Yes, 10mil ryo pretax and 6mill post tax seems like a good estimated number.
fitting Asuma/Kurenai’s 10mil into the 40X scheme nets us…. 250K ryo/month
Assuming Konoha is a rich place to live in like Manhattan, $4k/month = 250ryo.month, meaning $1=62.5ryo, or that 1ryo is 1.6 cents.
For yet more wild bullshit reason, I’m assuming the Hokage makes the same amount of money as a leader from the USA
Governor makes between $70k and $180k
Senator makes $174K
President makes $400,000
Can’t use president, as population of Konoha actually makes Tsunade more like a mayor than even a governer, after all, there is the greater Fire country with daimyos and shit, so let’s back up and look at U.S major’s salary
$97k to $195k

$200,000. I’m giving Tsunade an even $200,000 equivalent because I like her tits and think they’re worth the salary boost. She can sell annual swimsuit calendars of herself to make up the difference.

So how much does Tsunade actually owe in gambling debt? What’s a reasonable amount to give her?
Well, here in America, a chronic male gambler can float between $55k and $90k of gambling debt, but only $15k for female’s
While this may not seem big, it actually means that taking into account an average income, average living costs, and adding on the debt amortized over a 20-30 year addiction, which is what we’d see with someone like Tsunade (actually, for her it’s more like 35years since she started young) it would seem that people are outspending their income due to debt by anywhere between 5-10% more than their annual income.
Once again, more bullshit numbers with little basis in reality. Once again, I press forward
Calculating Tsunade’s missions completed by her completed and giving her roughly 40 years of workforce age (everyone starts at 10 here), gives us….3.1mill ryo per year pre tax, 1.56mil ryo year post tax….or… $49k/$26k pre/post tax a year.
Yikes. The Legendary Sucker doesn’t have a very good annual income to draw from.
Well, at least that tells us Tsunade does not have a very big income pool to work with, so if she were the normal chronic gambler, she actually wouldn’t be that far behind as her new Hokage’s salary is basically five times what she used to make. Even taking into account interest, she could pay off the normal chronic debt (assuming no new debt) in a matter of 2 or 3 years.
Blah, too boring for my taste.
The kind of debt that forces people into prostitution is the kind of debt I’m trying to portray in here. In TLSC, Tsunade’s hokage salary is stated to not even being able to make a dent past the interest portion of her 40 year debt. Assuming a modest 10% apr for a loan-shark being “nice”, that means her total debt must be at least worth $2mil usd, or 125mil ryo. Well, when it comes to gambling, I guess the sky’s the limit for debt.
so let’s momentarily establish Tsunade’s annual income at $200k usd or around $120k post tax, and her debt at least $1.2-2mil usd. Of course, I would prefer that number be flexibly higher for more dramatic effect
The highest end call girl in the real world makes between $4k and $40k per night. Not just an hour. A NIGHT.
If Matsui pays Tsunade a month’s salary for one hour, that is basically….$17k for one hour’s work.
You know, in hindsight, I have a feeling Tsunade might end up being booked per night rather than pre hour. We’ll keep an open mind on that for now.
And Matsui paid three times that for the first meeting, so around $50k for Tsunade’s first day on the job.
If everyone paid as well as Matsui, she’d be home free in 24-72 days (triple pay/flat pay)
Except that not everyone is going to pay as well. Also in real world prostitution scenarios where women find themselves in an inescapable cycle, it could be due to the following:
Due to their profession, they often are forced to live near their occupational location. These living arrangements are often controlled directly or indirectly by the pimps themselves.
In some situations, these woman don’t even get to see much of their earned money, as that money is held by their pimps and they’re given an equivalent purchasing credit instead. This credit can’t really be spent anywhere else so they end up being forced to pay for basic living necessities from the pimps themselves. This is before we consider the possibility of pimps taking unfair “cuts” or “management fees” from these prostitutes.
If the pimp chooses to charge an exorbitant amount for rent/utilities/groceries, these women end up in a cycle where they, mathematically, cannot ever break even, and especially if they owe outstanding debt to the pimps, they’ll never come close to paying that off before their useful years as prostitutes run out.
Unfortunately, I haven’t actually done detailed research to verify any of these claims, so anything I say here is suspect. I’m just giving a hypothetical situation where a person can be financially trapped no matter how hard they worked.
In Tsunade’s case, how long she ends up serving really depends on my plot choices.
I will explain in a future chapter Kunio's motive for doing all of this to Tsunade.
It’s a really long winded way of saying that numbers in Narutoverse basically mean jack squat.
But, for all intent and purposes, 1ryo=1.6cents, $1usd=62.5 ryo. Tsunade makes 125mil ryo a year, 10~mil ryo a month and owes more than 1billion ryo. So a weekly salary would be something like 2-3million ryo and a per day salary is like 300K ryo.
Matsui, in retrospect, is basically giving Tsunade 10mil or the pay of several S-rank missions for just ONE date. This is actually quite generous in my opinion. Plotwise, this is meant to get Tsunade's hopes up to make her think she can work off her debt much quicker than she actually is able to. We'll get to that in a future chapter.
Ignore Kishi’s 1:10yen bullcrap. I think my bullcrap is way better.
