AN: I would like to say Thank you to anyone I talked to about this story, all the people that have been helping me to understand writing styles and giving me tips.

also sorry for long wait, had to reasearch and life got in way.

Naruto and Bishamon, along with Tsunade and the medical team in the room watched as the chakra tornado's calmed and slowly created a ball around each of the young women until a stable cocoon of red and blue chakra swirled around the girl, hiding their bodies from view.

The chakra continuing to swirl around them, shrinking in size until only the form of the girl’s bodies could be seen as it molded over them like a second skin until it was pulled into each girl’s chest revealing a mysterious sight.

Each of the girls had changed, their bodies enhanced.
Sakura’s breasts appeared to have grown from what was average sized orbs of flesh, to slightly larger firm mounds on her chest.
Her still feminine body having always been toned carried more muscle now and her dishevelled hair at least two inches longer, hiding her face.

Naruto heard another groan and looked to see Hinata, her arms and legs had also increased in musculature, the little fat on her body appeared to have been burned away.

Naruto didn’t have time to look her over too much as she tried to get out of the bed, getting on her hands and knees she started to teeter. In a flash Naruto was standing beside and cradling her, holding her close to him when he noticed Ino doing the same thing.

Not having time to stabilize Hinata, instead taking her with him but his balance was off as he caught Ino, causing him to fall backwards into the middle examination bed where Sakura was laying.

Leaning against the side of the bed, Naruto had both girls in his arms barley able to stand as he tried to secure them when he suddenly felt a soft hand caress his cheek and an arm snake down his chest from behind, pulling him back towards the bed.

Looking up, Naruto could see the pink dishevelled hair of Sakura, her eyes hidden but her seductive smile indicating her intentions as she knelt on her bed providing her with the extra height. It was then he noticed Sakura’s little fangs, smaller than his, but just as feral. He could feel himself getting aroused at the thought of her being as wild as he had become.

He was just about to speak when she moved forward and silenced him with a kiss, pressing her lips against his, sneaking her tongue into his mouth.

Surprised by the sudden oral attack and the battle between their tongues, Sakura tried to dominate the kiss but Naruto quickly took control of the battle despite being below her, all thoughts blown to the wind.

Naruto could feel her firm enhanced breasts pressing against the top of his head; both her hands were over his shoulders allowing her hands to wander over his chest.
He then felt another pair of lips start to kiss one side of his neck and a third set kissing the opposite collarbone, trailing kisses down towards his chest as more hands started to lift his black shirt and another pair started to work on undoing his pants.

“Hey! You are not doing that in my hospital or anywhere else until I personally check the three of you over, Is that clear?” Tsunade’s voice roared.

Immediately the three girls stopped, only to turn their heads towards the older woman, none of them leaving Naruto.

Naruto watched as Sakura tensed up, he could feel her urge to pounce on the Hokage in an attack.

Suddenly one of his hands reached up and grabbed her by the throat as he let out a very primal and commanding growl, Sakura squeaked as he held her, reasserting himself as the alpha baring his fangs at her as he let out another growl.

Sakura relaxed and sat back on her bed after he released her, he let out two more grunts; Ino and Hinata reluctantly released him and took their place on their own beds.

“Naruto, what just happened?” Bishamon asked as he watched the three girls.

“I’m not exactly sure, it was all on instinct.
I could tell she meant to do Tsunade harm, but she is like a mother to me and I could not allow that to happen, so I made that statement to the three of them.”
Naruto answered as he stood next to the Hokage.

Tsunade then walked over to Hinata and began to scan her; the young Hyuuga didn’t even lift her head to look at the older woman.

“Hum, this is interesting.
It would appear that her chakra reserves and coils have increased drastically, and is almost at a Kage level but still appear to be increasing.
Physically, your health has improved as well; I can’t even find the traces of the damage you suffered from Neji during the Chuunin exam.
You were clearly healed by an expert, but there was still evidence of damage to your body, but now it’s gone.” Tsunade said in shock

“So her body healed an old scare? Bishamon asked.

“Yes, I can’t find any traces of it at all.”

Tsunade then tried to get a look at Hinata’s eyes but she quickly turned away from her.

“Hinata I need to check your eyes for a moment, I want to see how your eyes react to the light.”

Hinata didn’t move until Naruto gave a growl.

“The three of you will give her the same level of respect you will give me.” Naruto’s growling voice left no room to argue.

Hinata turned her head back towards Tsunade, her hair covering her eyes; the Hokage moved the girl’s hair back only to take a step back.

“What’s wrong?” Naruto shouted in a panic

Bishamon’s hand then rested on his shoulder, calming the young man as he moved next to Tsunade.

Bishamon then lifted the girl’s hair to reveal her eyes had changed a great deal.
Looking back at them, Hinata’s eyes had developed slit pupils just as Naruto had.

“This is very surprising.” Bishamon said as he continued to look at her eyes.

“Hinata, can you activate your Byakugan? I wish to see what changes may have taken place in your abilities.” Tsunade asked taking a closer look at the young woman.

On command Hinata activated the Byakugan as requested, Naruto could see her pupils widen until they almost consumed her entire eye.

“What do you see Hinata?” Naruto asked.

“I-I see more than the chakra networks, there is energy all around, I can see it in the lights. Everything has some kind of a distinction to it, the metals and the wood all looks different now.”

“Hinata, look at me and tell me what you see.” Bishamon asked.

Looking at the older man, Hinata could see his blue chakra form, but noticed a golden chakra flowing around him that quickly took shape into a dragon that appeared to be looking directly at her, when another thing caught her eye.
Inside Bishamon was a darker blue orb chakra that flowed into the rest of his body, but next to it was a much smaller orb of brown chakra.

Hinata then looked at Naruto and saw the cloak of Kurama, but inside his body was what looked like six orbs of different colours.

“I see what looks like your standard chakra, the chakra of the dragon and two smaller ones inside you. Naruto-kun has six of them.”

“Most impressive Hinata, you are correct in what you saw. As for the smaller chakra, what you were seeing was the elemental chakra in us, and the size of that orb determines the strength of that chakra or element.”

Naruto then looked towards Ino who only smiled at him, lifting her bangs as her hair also grew, revealing her eyes also had slits in them.

Ino then looked at a picture on the wall as it slowly started to shake until it lifted off the hook and clumsily floated in the air towards a table as she strained to maintain control over the object.

When the picture reached the table it finally fell and rattled for a moment, Ino looked up and smiled at her audience.

“Ino, have you always been able to do that?” Tsunade asked.

“No Tsunade-sama, before I could only ever move small objects a very short distance and it would tire me out more than this did.
There was a story in my clan that one of our greatest elders could actually kill people with her mind.”
Ino said gently rubbing her head.

“Impressive, the area of your brain that controls your telepathic abilities has increased the amount of chakra used by a small percentage, as a medic you should know that even a small increase is actually a big thing.” Bishamon said looking at the smiling blond.

“Tsunade, based on my observations I can only conclude that the three of them are in better health than they have ever been, I estimate their possible lifespan at probably over one hundred and still being strong.”

Tsunade stood there for a moment in thought, when she sighed in defeat.

“Very well, the three of you are dismissed, however let me make one thing perfectly clear for the four of you.” Tsunade warned directing her eyes at Naruto.

“Until I say otherwise, you are not to have sex until I understand exactly what has happened, but also because of your request, there are some legal headaches that have to be dealt with before hand. Do you understand?”

Naruto looked away in slight irritation before giving her a nod.

“Do I have your word Naruto, that you will not have sex with anyone until I have given you the all clear?”

“Yes, I give you my word that I will not have sex with anyone until you have given me the all clear.”

Tsunade then waved them off to their own devices.

A few hours later, Tsunade was sitting at her desk looking over some files when her assistant came barging through the door holding a sealed scroll with golden handles on it.

“Tsunade-sama, this just came in from the feudal lords personal courier.” The out of breath woman panted as she handed the scroll to her master.

Nervously, the Hokage unsealed the scroll and started to read the message, her eyes analyzing every word, then she started reading it again.

Tsunade slowly rolled the scroll up and gently placed it on her desk, her head lowering indicating the news was not good.

“Tsunade-sama, was it about Naruto-kun and his request?” Shizune asked.

“Yes, the daimyo has denied Naruto's request to have his clan reinstated in Konoha.
He stated that one person can not create a clan from nothing, but he is sending one of his top Justiciar here, he is on his way to evaluate Naruto's case while also following the word of the law.
This man will not make any acceptations, he will go by the book, upholding the law of the land of fire and the commands of the daimyo, nothing else.”
Tsunade said still looking down.

“I don't understand, isn't this a good thing that someone is being sent to look into the matter?”

“If it was anyone but this man, as I said he is by the book, he has the power above the Hokage. Using legal documentation as his weapon, he could remove me from office if he felt the law demanded it.
He should be arriving in a few hours, please have him brought to my office.”

Akio was walking along one of the many streets of Konoha with Guy questioning him about their training styles of hand to hand combat.

“I see so you are saying that dedicating to one type of fighting style is dangerous, because if your opponent knows the style, they can predict your movements and counter accordingly, but by mixing many styles you become a conundrum to even the most skilled of fighters.” Guy said thinking it over.

“Exactly, if you can combine the moves of multiple styles, you are unpredictable and can use that to your advantage to confuse anyone you are fighting.”

Akio then looked in the direction of a pond, at the end of a small dock he could see Tsunade sitting on the railing of the gazebo.

Her entire posture was someone in internal conflict and deep thought.

“Guy, I will catch up with you later and we can set up a lesson if you wish, there are things that I should tend to.” Akio said giving the other man a respectful bow.

Guy looked over and saw the Hokage looking over the water and gave a nod.

“I understand, I will see you tomorrow then?”

Akio gave the man a nod.

Tsunade was sitting on the railing of the gazebo looking into the water, her mind racing as she tried to figure out some kind of a plan, but her normally sharp mind was failing her.

“Is this a privet meeting or can anyone join?” a voice called snapping her out of her thoughts.

“Oh Akio, not at all please join me.”

Akio leaned against one of the support posts and looked out over the pond, the silence between them slightly unnerving to her.

“How are you enjoying your stay in our village?” She asked hoping to get some kind of conversation going.

“We are enjoying ourselves quite a bit, many of the people of Konoha have been very friendly to us. Guy and I will be comparing our fighting styles at a later time.”

“I see.”

Akio looked at the Hokage for a moment before looking back to the water.

“Tsunade, I can tell that there is something wrong, I offer my council to you if you would have need of it.”

“I would actually appreciate that right about now.
I received a message from the feudal lord not long ago, in it he said he could not give Naruto his clan status because a single member of a clan is not a clan.
However considering Naruto's status, he is sending one of his most trusted Justiciar to handle the case and make a fair and unbiased decision in accordance with the laws.”

Akio was silent for a few moments as he processed the information.

“I see, this could actually work in his favour, considering that it is because of the treaty between our two nations we were able to make Naruto and Kakashi our sworn brothers, in turn it also becomes a matter involving us as well.
When this Justiciar arrives, I would like to be at any and all meetings about Naruto and his standing about the clan, with your permission of course.”

Tsunade gave him a nod as the man gave her a polite bow, then promptly left.

The next morning outside the main gates of Konoha, Izumo and Kotetsu yawned as they began their day.
Izumo started to look over the files from the nights guards when a figure stepped into the light of the rising sun.

“You there, I need to see your Hokage immediately, and when I say immediately, I mean right this moment.” an old man's voice commanded.

The two ninja looked at the man for a moment, annoyance clearly visible as Kotetsu snapped fully awake.

“With respect sir, most of the village is still sleeping and Tsunade-sama is not in her office until normal operating hours unless it is an emergency.
Not only is your disposition very rude and arrogant, we haven't got a clue on who you are, so we have no obligation to snap on your command until such time as you are identified and that is confirmed.”

“Well I never!” said the man crossing his arms. “Most would cower at the sight of me, yet you would deny me due to a bothersome security check?”

the two guards gave a nod while preparing for a fight.

“Excellent, that is the proper attitude gate guards should have of any one, even well dressed dignitaries to the feudal lord.
Now allow me to properly introduce myself, I am Shan first Justiciar to the honourable feudal lord of the land of fire, I am here to see your Hokage and will await any security checks that are needed.”

Outside the Hokage's office, a loud commotion could be heard that sounded like a stampeding heard of elephants, when her office doors burst open and Tsunade came running in to find a man dressed in a long red kimono with gold trims sitting at a small table being served tea by one of her other assistants.

“Ah you must be Senju Tsunade, also known as the legendary sucker and Hokage of Konoha, it is a pleasure to meet you.
I am Shan, head Justiciar and advisor to the feudal lord, we have much to talk about.”

Tsunade walked to her desk and pulled out a brush and began to fix up her messy hair as a panting Shizune came staggering into the room only to fall against the wall to catch her breath.

“Before we start, there is someone that wants to take part in any meeting related to Naruto and his clan status, Shizune would you please go and find Akio.”

The young woman just gawked at her master before slowly making her way back out the door, only for the Hokage to shout at her. “Move it now!” and Shizune was gone.

A few moments went by when a sudden blast of air blew into the room from the open window as Akio who was holding a very tired Shizune landed on the roof along with the green masked man named Juro.

The three climbed into the room, Akio guiding Shizune to a chair so she could rest before turning his attention to the man sitting on the floor.

“Greetings, I am Akio of the Dragon clan, it is an honour for us to meet an advisor to our closest allied nation, this is Juro and is the legal expert of my team.”

Naruto awoke to the sensation of three bodies on him, on one side Sakura was cuddled against his arm, his shoulder acting as her pillow.

On his other side Ino was mirroring her long time rival, holding on to his arm and using the other shoulder as her pillow.

But resting directly on his chest was Hinata, her body curled up between his legs like a cat, her head directly over his heart.

Naruto was just about to lay back down and go back to sleep when he felt the presence of someone sitting outside his door.

Slowly getting up, Naruto made sure not to wake the girls and headed outside in just his boxers.

Sitting on the small porch, Bishamon was looking into the woods of the forest of death.

“Bishamon-nii-chan, whats going on?”
Naruto asked as he took a seat next to the older man.

“Brother, there is a meeting about to take place in the Hokage's office that you and your mates are required to attend, Shion and Amaru have already been summoned for the meeting.”

“What kind of meeting?”

“It is for your clan status, I understand there are some legal complications involved, but the Feudal lord has sent his best Justiciar to handle any problems that may come up. I understand he is very by the book.”

“What kind of complications are you talking about?” Naruto asked trying to read the man's body language.

Bishamon gave him a shrug “I did not ask, I was only tasked with getting you and the three of them into the Hokage's office as quickly as possible.”

Naruto turned to wake the girls only to find them already fully dressed and at the door, Hinata handing him his black pants and a shirt.

Shizune waited next to her master, a small pile of legal documents in her arms, a large stack was also sitting on Tsunade's desk.

At another table that had been brought in, Shan was sitting with his own pile of legal documents.

A knock at the door alerted everyone in the room that the meeting was about to start.

Naruto walked into the room with Sakura, Ino and Hinata following close behind him, their new looks still something to get used to.

A few moments later Shion and Amaru walked into the room, instantly the three girls locked on to them, their eyes stalking the priestess and medic like prey.

Shion and Amaru quickly noticed the looks the other women were giving them when a low feral growl from Naruto snapped them out of stalking the two.

Naruto walked over to Shion and gave her a nearly bone crushing hug as he started to inhale her scent, then repeated the action with Amaru, clearly a message to the others that they were under his protection.

Shizune then motioned the six of them to a conference table that was facing Shan.

“This is a most interesting case indeed.” Shan said glancing from a scroll to look at Naruto.

“Uh thanks?” Naruto said raising an eyebrow.

“Oh of course, I am Shan, Justiciar to the feudal lord who has been sent here to investigate your request for clan status.
At this time your request has to be denied, you do not meet the requirements for clan status and so can not receive any of the benefits provided to one.”

Naruto was just about to launch into some kind of a tantrum when Tsunade spoke.

“Shan we are still waiting on Akio and Juro for any information they have, Naruto do not say anything until all information has been presented.”

Naruto remained silent, Shan gave Tsunade a bow to accept her terms.

After a few moments of silence, there was a knock at the door as Akio and Juro entered, Juro holding three scrolls.

“Akio, I do not understand why you are at this meeting, could you explain the sworn bother statement to me?”

“Our presence here is necessary as Naruto-san is our sworn brother to our clan, in accordance with our traditions, we had found him worthy of being our brother.”

“Indeed? And what does this sworn brotherhood have to do with the case at hand?”

Juro unrolled one of the scrolls in his hands and began to read from it.

“In the treaty between the nations and clans, it states that all clans have the right to perform any and all traditions without interference, so long as the tradition does not put the lives of the innocent at risk or require human sacrifices, such traditions are forbidden unless special situations rise requiring them.”

“That is correct, I accept the the traditions of the dragon clan declaring Naruto and Kakashi as sworn brothers, therefore I accept that you may be present for this initial hearing.”

Akio and Juro both gave Shan a bow of respect, then took a seat at the table.

“Now then, the initial request for Uzumaki Naruto to re-establish the Uzumaki clan in Konoha has been rejected, in accordance with the law.

The reasons as followed state that, not only does Naruto not have any knowledge about his actual clan or special abilities, he is in fact the only Uzumaki in Konoha and even if he did have children with a wife, eventually any hidden abilities that he has as of yet unlocked, will be lost in time.

One member of a clan can not make one, let alone one that has no knowledge of their own clan.”

“Fuck!” were the only words that came out of Naruto's mouth.

“With respect Shan, what are the requirements for a clan to be established?”
Shizune asked drawing attention to her.

“The requirements of a clan being re-established, in accordance to the law state, there must be at least ten members of reproductive age, ten people able to have children.

If one exists, the clan scroll or scrolls must also be in possession of the head clan member, that would be you Naruto.

There must also be a per-established wealth to support the family of the clan, all of these requirements have not been met, therefore you can not have a clan status.”

“You say that for Naruto to have clan status, there must be ten members?” Juro asked.

“No, there must be ten members of reproductive age, ten people that are able to have children without risk of complications.”

“Ten people?” Juro asked again.

Shan smiled at the masked man “Yes ten people.”

Hearing this Naruto slammed his fist on the table, startling everyone.

“Damn it all, why cant I just have the fucking clan status?
I just want to have something that connects me to my family, something to say that they are a part of me.”

Shan looked at the young man who was glaring at him.

“I understand your frustration Naruto, but it is as the law is written, as one that seeks the Hokage seat, you must understand that the law is law, and no one is above it, not you, not me or the Hokage.
As it is written.”

Akio crossed his arms in thought before nodding.
“I believe I understand the situation, I would ask that in two days we meet again to continue this discussion.”

“what about the stuff my parents owned? Am I entitled to any of that?” Naruto asked looking down at the table.

“Indeed you are. In accordance with the law, on the death of parents and any children coming of age, any and all existing property that belonged to the departed, becomes the property of the surviving family member.”

Naruto then looked at Tsunade.

“I will open the locks to your parents accounts and storage lockers. I take you there shortly after this meeting is finished.”

Naruto gave her a down cast nod.

“If Naruto can meet the requirements, then the clan can be reinstated.
Until then, there is nothing the law allows me to do.”

“Thank you for your time Shan, we look forward to seeing you again in two days time.” Akio gave the man a bow then turned to Tsunade.
“I would ask that after retrieving the assets for Naruto-san, that you and I have our own conversation.”

Tsunade gave a nod then slowly stood up.
“I would like to thank everyone for coming, I hear by call this meeting over.
Naruto, you and anyone else you allow may follow me.”

Tsunade lead Naruto, the girls and Akio down an underground complex in a semi lit hall that passed several vaults and other passages with clan insignia's.

Eventually they came to a large round vault door, above it was the title of forth Hokage.

Tsunade walked up to the door and made some hand signs to remove some seals, she then turned to Naruto.

“You need to put some blood on the door, only then will it open.”

Naruto cut his thumb on one of his fangs and smeared it on the door, the sound of more seals being removed as writing that covered the door collapsed in on its self as the mechanism began to turn until the door slowly creaked open.

Naruto hesitantly grabbed the door, he slowly opened it up as lights turned on to reveal several cases designed to hold scrolls, cases for items of various sizes and types, all of them empty.

The entire vault had been ransacked, nothing was left.
