Genma took a good long look at Sakura. Well, more of a lingering leer, if he was honest. Damn, she was hot. Luxurious pink hair, sexy green eyes, and legs that went on for days. Genma could think of several things he’d like to do with those sensuous legs and the sweet little snatch between them. He grinned lasciviously, “Hey, babe. Only three days travel and two nights of just me and you alone under the stars.” He licked his lips as his eyes feasted on her curves. “Shall we head out or did you want to give me head first?”
Sakura turned beet red with embarrassment and anger. “What the fuck, Genma!?! I am not your ‘babe’ and you will be keeping your pants on during this mission! Another crack like that and I will break every one of your ribs, heal them, and then break them again. Is that clear!” Her balled fists emanated a dangerous blue chakra as she stepped into Genma’s personal space.
Genma’s sexually charged grin remained as he persisted in ogling the shapely medical nin, “Damn… You are so sexy when you’re mad, babe.” He leaped back, her chakra laden fist a half inch from his face. He laughed, “I didn’t realize you like it rough.” He taunted as he dodged powerful fists, “I can give it to you as hard and rough as you want it, pinkie babe.” Then he turned and sprinted down the road with Sakura a half second behind him.
If she caught him, Genma was dead meat and they both knew it. Whether it was his superior life experience, her overall exhaustion, or her sub-par performance while thoroughly enraged was speculation. Two hours down the road, Sakura stopped with a stitch in her side. She panted heavily as she walked it off. “Genma… I …. Don’t know… how… you got… this mission… but I swear… Call me babe… one… more time… or lay… a finger… on this … hot … little … body… and I swear… I will … kill you… in… your sleep.”
Genma grinned victoriously. He’d won this round, but he wasn’t foolish enough to keep taunting a woman who really could break all his ribs in two punches. He raised his hands in the air as he caught his breath, “Okay! Truce! I beg of you Sakura! Please forgive me and let’s have a truce, okay?”
Sakura grumbled, “Fine. Truce.” She extended her fingers in the shinobi sparring ritual handshake and grasped his fingers.
She was so damn sexy when she was tired. Well, face it, Sakura was sexy any time and in every way. “I can’t help it if I admire a beautiful creature when I see one.” He explained. Perhaps flattery would melt the ice princess’ armor a bit?
Sakura groaned, “Oh Genma, please! How many times are you going to try to pick me up and how many times will I have to shoot you down?”
Genma licked his lips lewdly, “Pinkie, if you just say yes one time, I promise, you will be a well satisfied and happy woman… And before you get on me about calling you Pinkie, I believe it was ‘babe’ that you found offensive today.”
Sakura’s fists balled tightly, and steam shot from her ears as her blood pressure rose to new heights. She seethed, “You are a lecherous bastard Genma.”
“Ah, flattery will get you all of my cock, Sakura… Hey, since we ran for 2 hours, we are ahead of schedule too. More time to play later, yes?” He eyed the feisty kunoichi hopefully.
“Only in your dreams, Genma. Only in your dreams.”
…
The Konoha ninjas managed to reach Suna without bloodshed four hours early on the third day of their journey. A surprised Temari met them in the lobby of the Kazekage’s office building shortly before noon.
“Sakura, welcome to Suna! It’s good to see you again, though I’m surprised to see you so early in the day. Your meeting with the Kazekage isn’t until 4:00.” She flipped through the calendar on her desk, “I’m really sorry, but he doesn’t have any openings earlier...”
Sakura bowed lightly, “It’s fine, Temari. We… just happened to travel quickly this time.” She shot a sideways glare at Genma, then composed herself quickly. “I’d like to drop by the hospital and see Shizune. Genma here will accompany her on the journey back to Konoha.”
Temari suppressed a chuckle, “It’s good to see you again, Genma. Although I’m surprised they sent someone of your abilities on such a simple escort mission.”
Genma nodded to the Kazekage’s sister. He’d noticed her too; a truly lovely specimen of femininity. And absolutely deadly. He sensed she lacked the patience for his usual banter, and valuing his life, he spoke with a practiced air of diplomacy. “It is my pleasure to serve the hokage however she has need, ma’am. Besides, with the lovely fall weather, who wouldn’t enjoy a few days of traveling?”
Temari had heard all the gossip from her Konoha friends about Shiranui Genma, yet he hadn’t made a pass at her yet. Perhaps he simply liked his arms not broken. “Well then, let me show you your quarters and get you some lunch.”
She led them out the back door and through a private courtyard to the Kazekage’s residence. The courtyard itself was a lovely, contemplative garden. Sakura wished she could linger there awhile; It would make an excellent meditation spot. Her nerves were rattled from Genma’s barrage of sexual innuendos the entire trip. As if she’d give her virginity to a known player like him. Still she couldn’t help but be slightly aroused from their interactions; perhaps a quick cold shower before lunch would give her some relief.
Temari motioned to a lovely guest room, “lunch is in 10 minutes on the second floor of the offices. If you need anything, just let me know.” She motioned Sakura into her accommodations and led Genma further down the hall to another room.
…
Four o’clock arrived quickly. Sakura was grateful for the extra time with Shizune. She saw the older medic’s frustration and exhaustion first hand. The young medic also walked the hospital corridors herself in quiet observation. She had a solid appraisal of the daunting task ahead. Six months… Six years was a more likely timeline, but that was not a luxury she had. Still, she had a strategy in mind to accomplish her mission, but would the Kazekage be supportive of her methods? Radical problems called for radical measures in her opinion, but she’d need to explain everything clearly if she wanted his cooperation. None of it would work without him.
“Lord Kazekage will see you now.” The pale sand shinobi motioned for her to enter the office. It was an intimidating formal setting.
Sakura bowed, “thank you Shishio.” She walked into the Kazekage’s office. Large open windows looked out over the Suna skyline. A soft breeze made the warm, dry air comfortable.
Gaara was seated behind his large wood desk. He rose, greeting her with his even, calm voice. “Good afternoon, Sakura. It’s good of you to come to Suna.”
The door closed behind her and Sakura bowed her head respectfully as she replied, “The honor is mine, lord Kazekage.”
Gaara motioned her into a chair across from him as he sat down again himself. He couldn’t help but notice that Sakura had blossomed into a beautiful kunoichi; her boyish figure filled out with gentle curves on her petite frame. Her striking pink hair was longer now, and those luscious green eyes added an air of mystery to her appearance. He knew from experience her skills were unrivaled in their generation and her sharp mind only made her more attractive. Fortunately, controlling his emotions was second nature as he spoke blithely to the enticing woman before him. “While I appreciate the courtesy, Sakura, can we please cut the crap and get to the point? I have more than enough politicians and diplomats to be formal with. Please speak plainly.”
Sakura sighed with relief. She could play the diplomacy game, but it was nice to just be herself. She noted again how Gaara exuded maturity beyond his years, recalling momentarily how he’d led the Allied forces in the war. She admired his strength of character and intellect. “Thank you, Lord Kazekage – “
“Gaara, please. Just call me Gaara.”
Sakura nodded, “Of course, Gaara. So I’ll be blunt. Your medical corps and your healthcare system are in a shamble. I took some time this afternoon to speak with Shizune and to make my own observations and assessment. You have no jounin level medics. The handful of chunin and genin with even a small amount of medical training are barely passable, even for their levels. You only have three civilian doctors, and one of them is an arrogant asshole that’s driven Shizune to utter distraction. On the positive side, you have a good group of nurses, a fine greenhouse, and a decent hospital building. I’m sure doctor ‘asshole’ is the main reason for my replacing Shizune since I won’t put up with his bullshit. But I believe another reason I’m here is Shizune’s unwillingness to push some boundaries with you in order to do what needs to be done.”
Gaara raised an eyebrow at her last statement and felt himself getting somewhat defensive. His calm exterior revealed nothing. “Oh, and what is it that needs to be done that Shizune finds distasteful?”
Sakura sighed. Even though Gaara wanted honest, she still needed to be courteous. “Distasteful isn’t the right word. I’m not even sure if Shizune has thought these issues completely through. She’s been in firefighting mode since she got here. And that’s the problem. Every day the hospital is just one crisis after another. The entire staff just go from one emergency to the next to the point that nothing gets done unless it’s an emergency. It’s a self-perpetuating cycle that must be stopped.”
Gaara stroked his chin thoughtfully. “I see. So, what do you propose?”
Sakura closed here eyes momentarily to focus her thoughts. “I want you to understand, even though I’ve only been in Suna five hours, I’ve made a careful analysis. I’ve read all Shizune’s reports and correspondence and talked at length with Tsunade before I left. I’m also reasonably aware of the current resources available to all five of the Shinobi nations. Everyone suffered losses in the war. Every hospital is busy. Even sending me here, the hokage has basically consigned herself to several shifts a week at Konoha hospital to make this happen.”
Gaara motioned for her to continue, “You are telling me what I already know. Stop wasting my time and tell me what you want.” His tone was neutral, but she could tell he was slightly irritated.
Sakura nodded. “I’d like to begin by cutting the clinic hours in half.”
His turquoise eyes widened with shock at her statement. His voice belied his concern despite his efforts to be neutral, “Excuse me? Sakura you are going to have to explain how such a drastic reduction in health care services could possibly be helpful before I can authorize that.”
Sakura smirked, “Well, I wouldn’t want to bore you by repeating what you already know.”
Gaara considered the medical nin carefully. She was sharp as a tack and not afraid to piss him off. Perhaps it was their mutual friendship with Naruto that made her so bold. It was an unusual quality. He simply waved his hand, “Touché. Do go on then.”
Sakura smiled. He was quick witted, so she didn’t slow down or sugar coat things. It was rather refreshing to speak at a high level with a man who could keep pace with her brain. “There are two separate, but related problems. One is the never-ending emergency cycle at the hospital. The second is the lack of trained medical ninjas. More qualified people would put things right at the hospital in a few days, but we don’t have that luxury and we can’t borrow them from anywhere either. As it is, no training is taking place because the people who could conduct it, namely Shizune, are so busy at the hospital that there are no classes. Even possible opportunities to learn on the job in the hospital are forfeit for things needing to be done as quickly as possible.”
Gaara nodded. It had been a long day and this particularly vexing problem started a headache behind his left eye. He rubbed his forehead and bade her to continue.
“So, to stop the cycle and jumpstart Suna’s medical corps, this is what we do. We start by cutting the clinic hours in half. The ER is always there for genuine emergencies. There are two major sources of preventable emergencies – one, lack of upkeep at the hospital and two, lack of follow-up with patients who need continued care. I propose we use the great nurses we have to better advantage. Half of them will use their extra time to take care of the administrative tasks at the hospital that aren’t getting done in a timely way – ordering supplies, filing charts, and so on. The other half will go to patients’ homes and eventually serve as public health nurses for the community. They can conduct follow up care more efficiently this way. This will keep the clinic waiting room holding only those who really need to see the doctor. It will give me the time to conduct classes with the genin and chunin daily as well. Once the system is in place and the hospital is running more smoothly – a couple of weeks at most, I’ll begin having the chunin take turns shadowing me during clinic hours to get more hands-on experience. I expect to have at least 3 of them ready for the jounin exams by the end of six months. And you should have some genin ready to promote at the next chunin exams as well. In short, by this time next year, your medical corps should be in good shape going forward.”
Gaara had listened to every word intently and knew her logic was sound. Still… to spend the same amount of money on salaries and provide half the clinic hours to the public. The daimyo and the council would throw apoplectic fits. He sighed and rubbed his forehead. The headache had become a stabbing pain. “I understand your logic Sakura. You do realize what you’re asking is a hard sell for the council and the daimyo?”
She nodded, “Yes, I do. And if there was another way to get the job done, I’d be on it like white on rice.” She frowned slightly suddenly noticing Gaara’s demeanor. “You have a headache?” She asked though she knew the answer.
Gaara waved it off, “It’s not that bad. I just need a cup of tea.”
Sakura sighed, “don’t lie Gaara.” She stood and walked around the desk behind him. Gaara resigned himself to her care and sat back in his chair. She placed one hand atop his head and the other on the side as her chakra reached out to the Kazekage. She quickly located the imbalance, using her own chakra to mend it.
Gaara took a deep breath as his shoulders relaxed immediately. “Thank you, Sakura.”
She returned to her chair, “Don’t mention it Gaara. After all, my report was headache inducing, so it’s the least I could do.” She smiled. He carried a lot on his shoulders, this young Kazekage. And they were nice shoulders to look at too. Sakura held her breath a moment at that last thought. Where did that come from? She quickly banished the thought and refocused her mind on the mission before her.
Gaara closed his eyes momentarily as his mind filtered through his responsibilities and Sakura’s report. He’d asked for the leaf’s help. He knew her assessment was accurate. So he would suck it up and deal with the politics. “Very well. You will announce these changes to the hospital staff tomorrow. I will get with Kankuro to ensure we have the appropriate shinobi at your chunin and genin classes. Today is Thursday, so the new hours will take effect Saturday and classes begin Monday.”
Sakura smiled, “Yes sir. That will be very helpful. Thank you.”
Gaara smiled slightly, “Don’t thank me too quickly Sakura. Naturally, I will deal with the council and the daimyo, but I expect you to deal with the hospital staff and the patients. I don’t want a parade of unhappy veterans and citizens on my doorstep. Is that clear?”
“Crystal.” She replied. The authority in his voice was tangible. Somehow that intrigued her.
Gaara clapped his hands together as he stood from his chair, “Excellent. And, of course, you will join us for dinner this evening. I’ll introduce you to some of the councilmen.”
Sakura stood as well and nodded affirmatively, “Certainly. I will bring my best diplomatic face.”
