Prodigy Law
Naruto Sasuke and Neji are prodigies, they each have highly advanced ninja skills. They have certain things they are able to do that other nin are not allowed to do. Naruto is a master of wind ninjutsu and even has a kekai genkai. There are those who hate the prodigies, but when push comes to shove they are loyal to Konoha.
Chap 1 Prodigy Law

A law in Konoha gives those with the title of prodigy special privileges. Naruto without being a jinchuuriki gained a level of power that no other wind ninja had ever possessed. Naruto called it Wind Zone. His chakra made an invisible field around him. He could both increase and decrease the range of the field which he called level restrictions.
Sasuke attained the prodigy law, thanks to his skills with fire jutsu. He could turn his fire jutsu's into animals the bigger the animal the stronger the jutsu. Even though his Sharingan had yet to activate his skills made him that of a prodigy.
Neji Hyuuga had attained the title of prodigy through his high level taijutsu and his skills in the Byakugan. Thanks to the law he got the seal removed from his family and there has been a peace between the 2 Hyuuga clans.
Shikamaru could take the Prodigy title however he thinks the test is to troublesome.
Shino could also be a prodigy but he has his reasons for not taking the exam.
Those with the title of Prodigy, were given various privileges, one being a private training ground, another being a large sum of money each month. Both the money and title pushed many people to get their hands on the prodigies, either through their children or their influence.
Now as most people of the village highly respected the prodigies, there were people who hated the Prodigies and the Prodigy law. Kiba Inuzuka hates them, he believes they are stuck up and from the rumors are sick pervs and each are trying to build their own personal harem. He didn't understand why all the girls want them.

"Oh there not so bad, Sasuke is kind of a prick and Neji can be cold at times, but Naruto seems to be a nice person…" Naruto said, he appeared sitting at the table and took a drink of his tea. "Then let's take this outside…" Naruto grabbed Kiba and they both vanished. "Shit where'd they go we have to stop this…" Shino cursed.

Naruto vanished and the scroll's kunai hit the ground. "Where did he…?" Naruto appeared beside him, and before Kiba could block, Naruto punched him hard. Kiba was sent flying and Naruto vanished again and reappeared in Kiba's direction only to hit him in a new direction. Naruto continued to do this moving so fast that to the outside eye it looked like Kiba was being bounced around an invisible bubble.

S: "….. I will leave Kiba to you, but Naruto he may be upset in the morning…"
N: "I will take it to heart Shikamaru, please relay what has happened to the Inuzuka clan leader…"
S: "Fine but you owe me one Naruto so troublesome…"
