I like the story. It's more than just pure smut. Don't get me wrong, pure smut is awesome, but reading a story that actually has a plot is nice. My only complaint is that the sex scene could be better described. It's good, it's just feels like there's something missing.

I'm kind of impressed by your goals. I've seen quite a few stories that use those ideas you listed, but can't remember ever reading any of them to the end. As for your story is well-written and flows nicely. The characters each seem to have a unique voice and are not simply going through the motion like puppets, but actually seem to have motivations. I found the mature scene a little hard to follow although I can't exactly pinpoint why. Still, it seems promising.

I have to disagree with you on one point: in the Naruto Canon, there IS a civilian and ninja council. The writer of the Naruto manga never brought it into the storyboard however.
